Replace a challenge with a per-donor match

An offer of a fixed amount for each qualifying donor up to a cap is a Match, not a one-time threshold Challenge. If the existing offer has the wrong fundamental type, reconcile any earned/processed amount first, cancel the incorrect editable offline offer where appropriate, then use New Offline Match or Challenge to create the intended Match, Donor rule, per-donor amount, maximum, eligibility and dates. Do not leave both offers counting the same commitment unintentionally. Use the earlier-gift reconciliation procedure for intended prior donors; creating or backdating the replacement does not automatically backfill them.
