Recurring eligibility does not require manual activation for every gift

Recurring-directed online match eligibility is checked from the gift's recurring flag; it does not require the administrator to manually activate each ordinary qualifying recurring gift. Other offer dates, designation/affiliation limits and payment state still apply. First-time-donor checks use linked constituent/giving data and are a different condition; do not infer that all first-time matching is universally manual. Inspect any particular missing gift before forcing progress.
