In the newer tiered-page experience, the main campaign having ended is not itself a publishing or public-visibility exclusion. Check that the new tier is published, that the viewer is on the intended main page, and that any containing tier is online. A tier-three page requires its parent tier to be online before publishing.
Publishing requires the relevant tiered-page permission. A saved page is not automatically published. Public visibility also depends on the main campaign not being draft or archived and on its prelaunch presentation. Administrator previews can expose pages the public cannot see, so verify the public result. These rules do not confirm that every legacy tiered-campaign interface behaves identically or that a specific missing page was fixed.
