Prelaunch match option differs from campaign activation

Enable matches/challenges in the campaign Matches and Challenges settings and save. The prelaunch offer-match setting is separate; enabling it does not prove the main campaign's allow-matches-and-challenges setting is enabled. Review the campaign display and actual offers after saving.
