Offline upload designation column versus required values

Retain the template’s designation_identifier column, but a designation value is not inherently required for an affiliation-based gift. The importer resolves the value to a shown designation and permits no match as blank. Supply accurate affiliation/year data; designation-based tiers/offers still need the correct designation to qualify.
