Idea submitted after removing application questions

Removing custom questions changes form contents, not whether the public idea-submission endpoint accepts ideas. The public form lookup checks existence and the create action still saves submissions; no deadline/off toggle is established by those controls. Ask support about retiring access, and inspect the actual submission for its timing; an old browser tab is only one hypothesis, not a cause.
