Hero image fallback across Tier 2 and Tier 3

In the tier hero area, a tier with no own hero image/video falls back to its parent tier, then the main campaign. Removing the Tier 2 and Tier 3 overrides can therefore reveal the main campaign image. Check video settings too: in the standard layout, an existing local or parent video can stop image fallback even if its image was removed. A separately enabled fallback-to-campaign-thumbnail feature uses image-only fallback. Preview each tier and distinguish the hero image from the background image; do not assume that removing an image also removes its video or resets all branding.
