Full-amount offline offers can close at their own end time

While a donor/dollar campaign is online, the match/challenge expiry processor selects phantom offers with full-amount commitment enabled, end time in the past and value below maximum. It fills them to the maximum and refreshes their designation data; it does not need to wait for campaign end. This is asynchronous processing, not a guarantee at the exact end second. Check the saved offer type/state, full-amount flag and end time before diagnosing a missing award. Phantom/offline processing does not charge a card.
