Idea title edit and silent approval

Approval prepopulates Tiered Page Name from the idea title, and the name remains editable in the approval form and resulting tier settings. Approval can omit the decision email only when Send decision message is off and you are not granting the submitter page-building administrator access. Granting that access triggers the approval/access notification even with the decision-message checkbox off. Review both controls before approving silently.
