Disabling Advocacy Dashboard is not disabling all advocacy

The Enable Advocacy Dashboard setting controls a separate dashboard and explicitly does not replace all advocacy tools on the main campaign page. It is not a global switch for all advocacy features. Hiding a public page section, disabling self-managed advocate pages, and disabling advocacy activity are separate requests; identify the intended scope and campaign interface.
