Idea Submission multiple-select controls

Idea form multi-select fields use the browser's native multiple-select control. On desktop, Ctrl (Windows) or Command (Mac) selects nonadjacent choices; Shift selects a range. Add help text to explain this to submitters. Mobile interaction depends on the browser; this modifier-key behavior does not itself establish a defect.
