Blank incentive is not proof of an explicit decline

The standard incentive selector includes an option to only support the community. The contribution-creation path clears a no-incentive value to an empty reward association. A skipped/empty selection can likewise have no reward. Therefore a blank incentive/reward in a report does not distinguish an explicit decline from skipping the field, and donor intent cannot reliably be reconstructed from that blank alone. For future needs, use a clearly required choice or a separate explicit custom response and test its reporting; do not assume changing the form fills historical answers.
