Add offline gifts while a campaign is live

The individual offline-gift create authorization requires the campaign's offline-gift management permission and does not reject a campaign simply because it is online. Authorized staff can add gifts received outside checkout during the campaign. Review the save/import result and affected total; do not create a second record for a gift already counted elsewhere.
