Create sport tiers for operations and scholarships

A parent campaign can contain sport tiers with operation/scholarship child tiers. Use a sport designation group containing both child funds: tier-2 filtering includes the selected group's descendants, and a tier-3 selected designation narrows to that child. Set a sport goal to donors and the intended count; online tiers require goal and goal type. The sport counts its relevant gifts using the configured donor deduplication, rather than merely adding child totals. Existing school funds can be assigned to the new campaign without recreating them; distinguish campaign assignment/overrides from editing shared school designation records. Verify the actual hierarchy and sample gift paths before promising an existing form is unaffected.
