Onboarding is absent from the account menu

For GiveCampus accounts and administrator access.

The account-menu path shows Onboarding for an eligible linked online-giving administrator when the school is not partnered. For a partnered school it links to the school dashboard instead. Account creation alone does not prove the intended administrator email/role is linked. Support should verify confirmation, school role and school onboarding/partnered state when a welcome email's menu instructions do not match the account.
