Event admins need segment permissions

For GiveCampus accounts and administrator access.

Managing shared Outreach segments uses the Outreach Manage permission for the fundraising product, or the school dashboard management permission in the policy. Events Superadmin/Advanced Events access alone is not the segment-management grant. Assign the least-privilege approved Outreach role that supplies that permission and verify access; do not grant broad school access merely to create segments.
