Matching rates must use whole positive per-unit amounts

The matching per-unit validation requires an integer of at least 1. A 0.50-per-dollar rate for a 50% match is rejected; formatting 0.5 as currency does not bypass the rule. Whole-number rates such as 1:1 or 2:1 use the supported per-dollar structure, and per-donor awards also use whole positive values. Do not silently change the donor’s promised 50% terms to 1:1; ask support to review a different supported structure or record the capability request. For a whole-number error with an apparently valid entry, inspect the actual per-unit value and other saved fields.
