Bulk creation of campaign tracking links

The campaign workflow generates one named tracking link per request and manages existing links individually. It exposes no standard bulk CSV creation action. Prepare segment names and destinations for support to assess any supported bulk-assisted option; confirm the supported file format or confuse this with recipient-personalized links.
