Tier editing and tier donor-report permissions

Editing a tier landing page and downloading its reports are separate permissions. The scoped Download Campaign Tiered Landing Page Reports permission controls the four tier report exports. Tiered Landing Page Admin includes it; Basic Tiered Landing Page Admin is not included in the report permission’s role list. Review the person’s complete roles plus access to the intended tier; assign the narrowest appropriate role/scope or provide an authorized export instead of granting school-wide Reporting Admin just for one tier.
