Highest-level-only advocate incentives

Advocate incentives are evaluated independently. An advocate who reaches ten qualifying donations also meets a three-donation threshold, so separate mug and tumbler incentives do not automatically enforce highest-level-only fulfillment. State the highest-level-only fulfillment policy clearly and reconcile the incentive recipient report before distribution; do not assume the lower reward is automatically removed.
