Advocate tracking and designation prefill together

Use the intended form destination with advocate attribution preserved and add an available designation, for example ?a=ADVOCATE_ID&designation_id=DESIGNATION_BACKEND_ID using the advocate user ID and designation administrative identifier, not its internal numeric GiveCampus ID. For a shortened link, use the generated full destination rather than assuming extra parameters pass through. Test both attribution and selection before sharing.
