Send new administrator all gift notifications

For GiveCampus accounts and administrator access.

Add the colleague as an authorized administrator with the appropriate school/campaign access, then open Administrators → Notifications and enable their gift-notification setting. This is separate from merely granting gift-viewing access. Review the notification recipients across the intended campaigns and avoid confusing campaign-specific overrides with a guarantee of every message type.
