This exact message occurs when an effective SAML identity provider is configured and school administrator signup is disabled. VMS units can inherit the system-school identity provider. An administrator entry does not enable local signup. Use the intended institutional SSO/provisioning process and ask the school authentication owner/support to review policy if another authorized path is needed.
