Draft campaigns in the individual access picker

For GiveCampus accounts and administrator access.

The individual campaign picker includes donor/dollar draft campaigns. Approved, in-analysis and prelaunch campaign states are also grouped under Draft. Campaigns already covered through non-system group access can be excluded from the available individual list. Check the school, campaign type/state and existing groups before concluding that drafts cannot be assigned. The user still needs the relevant editing role in addition to object access.
